Annual General Meeting

Tuesday 2nd December 2008 - Minutes

 

Clubs not present: Bowhill, Kingseat, Lochgelly, Lumphinnans and Rosyth.

 President Jim Boyce welcomed all delegates to the meeting and congratulated all winners of the previous season, including those who qualified for Ayr, Northfield. During his tenure he visited all clubs within the district and thanked them for the welcome given to him. Whilst the Hamilton Trophy team struggled last season he thanked Mike Dowling for his sterling work and to all the Councillors for their efforts. He concluded stating he has enjoyed his term and hopes he can continue to give his support in the future.

 Apologies for Absence: Lumphinnans, D McGregor, G Rennie and W Stewart.

 There was a minutes silence held for members who have passed away in the last year.

 Minutes of the previous year: (Previously Circulated) Secretary advised he posts/e-mails copies of the minutes soon after the AGM and also prior to the next AGM and requests that only requirement would be for sending out once. G Sanger, Northern, suggested that the minutes be posted on the Web Site which the Secretary agreed to do.

Letter received from G Rennie regarding last years minutes regarding “The Council could put forward proposals” and “The President and Secretary of a club must sign  proposals” asking for corrections to these. This is regarding 2006 AGM proposals which were discussed again in 2007 and agreed to leave as previously written.

 There was no business arising from the previous years AGM minutes.

 Secretary’s Report: (Previously circulated) the Secretary again thanked all clubs for their patience last year in view of the weather causing havoc with the diary, in particular the Senior Top Nine which required major changes due to greens being unplayable. It was disappointing that the Top 13 competition run between a few clubs within the Association was taking precedence over West Fife Competitions and he advised that this was not going to be the case in future seasons. He also intimated that a Senior Hamilton Trophy with possibly 5 counties taking place will commence in July next season.

 Treasurer’s report; (Previously Circulated) There was no questions posed regarding the Balance Sheet.

 S.B.A. Councillor: E Farrell stated that Northfield, Ayr would  be joint championships with both SBA and SWBA finals running from 29th July to 2nd August. He also provided other key dates including the Junior International trial to be held at Townhill B.C. on 9th August.

Advised that forthcoming AGM will include a proposal for 5p Capitation fee increase. He stated that it was still being looked at for Scottish Mixed Pairs ties to be played at fewer greens, i.e. to have multiple ties at each venue. Congratulated J Gilruth, Lochgelly for selection in European Championships in Cyprus in February/March. Also advised that Under 25 championships have been opened up and that each club can enter up to 4 individuals. Finally thanking clubs for green facilities and that should clubs feel there may be problems then please get in touch with him.

  Changes to Constitution: “That no player can represent 2 clubs in West Fife competition in any one season. The first club played for will be the club of choice for the season.”

G Sanger, Northern, queried what penalty would be handed out. Advised disqualification if a knockout competition or loss of points if league/babbs match etc.

Appointment of Councillors: Messrs  Glasgow, Black and Adamson have intimated there resignation and Mr Dowling has advised that he will no longer be standing as Team manager.

            Donald Waite, West End          Proposed S Pagan        Seconded I Watters

Both the above were accepted as councillors of the Association. The council will have the power to co-opt any further members interested to fill the spaces available.

Mr William Campbell was accepted as the new Team manager for the Hamilton trophy for a 3 year period.

 Membership Fees; Treasurer Dowling stated that fees should remain as Status Quo, all agreed. Also proposed that Secretary’s Honorarium be increased from £200 to £300, seconded by I Watters.
